Akira Energy is looking for an experienced Offshore Installation Manager (OIM) for an offshore project in the Netherlands.

Position Summary

The Offshore Installation Manager (OIM) is the senior offshore authority responsible for the safe and efficient execution of offshore operations, construction, installation, commissioning, and integration activities.

The role involves leading multidisciplinary teams, coordinating contractors and vessel interfaces, managing simultaneous operations (SIMOPS), and ensuring all activities are carried out in accordance with project requirements, HSE standards, and applicable offshore regulations.


Key Responsibilities

Offshore Leadership & Operations

  • Act as the senior offshore authority and oversee all personnel and activities onboard.
  • Lead the daily coordination of construction, installation, commissioning, and operational activities.
  • Ensure activities are executed in line with approved work packs, procedures, schedules, and operational requirements.
  • Coordinate offshore access, Control of Work, SIMOPS, and activity planning.

HSE & Control of Work

  • Promote a strong safety culture and ensure compliance with offshore HSE legislation and project requirements.
  • Oversee Permit to Work (PTW), risk assessment, isolation, and toolbox talk processes.
  • Identify and manage operational risks associated with concurrent offshore activities.
  • Ensure emergency response procedures are understood and effectively implemented.

Project Execution & Commissioning

  • Oversee offshore construction, modification, installation, and integration activities.
  • Coordinate tie-ins, heavy lifts, and specialist installation activities.
  • Oversee Mechanical Completion, Pre-Commissioning, and Commissioning activities where applicable.
  • Ensure SIMOPS are effectively controlled between operations, construction, drilling, workover, and other project activities.
  • Review work packs, lift plans, isolation plans, and interface documentation.
  • Support the handover of completed systems to operations.

Stakeholder & Contractor Management

  • Act as the primary offshore interface between the project team, contractors, vessel crews, and offshore operations.
  • Coordinate activities involving construction vessels, heavy-lift vessels, diving and ROV spreads, and other specialist contractors.
  • Monitor project progress, risks, constraints, and interfaces.
  • Provide regular offshore activity and progress reports to onshore management.

People Management

  • Lead multidisciplinary teams of technicians, supervisors, engineers, and contractors.
  • Ensure personnel have the required competence, training, and offshore certifications.
  • Maintain strong operational discipline and effective communication within a multicultural offshore environment.

Function Requirements

  • Technical degree (HTS) or equivalent technical experience.
  • Minimum 10 years’ offshore experience on production platforms or similar offshore installations.
  • Minimum 5 years’ experience in a supervisory or OIM-level position.
  • Proven experience with offshore construction, brownfield modifications, platform integration, heavy lifts, and SIMOPS.
  • Experience with Mechanical Completion, Pre-Commissioning, and Commissioning.
  • Strong knowledge of HSE legislation, Permit to Work systems, process safety, and offshore operational risk management.
  • Experience with structural modifications, topside integration, or commissioning activities.
  • Knowledge of relevant ISO, API, and offshore regulatory standards.
  • Strong leadership, communication, and decision-making skills.
  • Able to manage complex situations and resolve operational conflicts under pressure.
  • Fluent in Dutch and English, written and spoken.
  • Living in the Netherlands.

Required Certifications

  • NOGEPA 2.14 – Management of Major Emergencies
  • BOSIET / FOET – Basic/Further Offshore Emergency Training
  • Valid Offshore Medical Certificate
  • All applicable mandatory NOGEPA offshore safety training

Preferred Certifications & Experience

  • NOGEPA 2.15 – MOME Formal Assessment
  • Project Management certification.
  • Previous experience with major offshore construction, modification, or commissioning projects.
  • Experience coordinating complex offshore campaigns and multidisciplinary teams.
