Offshore Construction & Pre-Commissioning Superintendent

Akira Energy is looking for an Offshore Construction & Pre-Commissioning Superintendent in the Netherlands.

Department Overview

You will join the Offshore Project Team supporting the delivery of a major offshore energy infrastructure project. Working closely with the Offshore Project Manager, Commissioning Team, QA/QC, contractors, and the Operator, you will oversee offshore construction, mechanical completion, and pre-commissioning activities to ensure the offshore facilities are safely delivered and ready for commissioning and operations.

Position Summary

The Offshore Construction & Pre-Commissioning Superintendent is responsible for the safe and successful execution of offshore construction activities and the preparation of offshore systems for Mechanical Completion, Systems Completion, Pre-Commissioning, and handover to Commissioning and Operations.

Acting as the primary offshore representative, you will coordinate offshore execution, manage contractor performance, and ensure all work is delivered safely, on schedule, within budget, and in accordance with project specifications and quality standards.

Key Responsibilities

Offshore Construction Management

• Supervise and coordinate offshore construction activities throughout the execution phase.
• Lead and support offshore Client Representatives providing rotational offshore coverage.
• Monitor project progress, quality, costs, and schedule.
• Ensure all work complies with project specifications, procedures, and quality standards.
• Identify and resolve technical issues, deviations, and execution risks.

Mechanical Completion & Pre-Commissioning

• Oversee Mechanical Completion and Systems Completion activities offshore.
• Ensure systems are prepared for Pre-Commissioning and handover.
• Coordinate punch list management and close-out activities.
• Support Commissioning Readiness Reviews and transition to Commissioning and Operations.
• Work closely with Commissioning and QA/QC teams throughout the completion process.

Contractor & Stakeholder Management

• Monitor contractor and subcontractor performance, safety, and quality.
• Coordinate offshore execution with the Operator and project stakeholders.
• Facilitate effective communication between construction, commissioning, and operations teams.
• Ensure contractual obligations and project milestones are achieved.

HSE Leadership

• Promote a strong safety culture and visible HSE leadership.
• Ensure compliance with offshore legislation, project procedures, and HSE requirements.
• Conduct offshore inspections, audits, safety walks, and toolbox talks.
• Identify, report, and mitigate operational and safety risks.

Function Requirements

• Bachelor’s degree or equivalent in Mechanical Engineering, Offshore Engineering, Marine Engineering, or a related technical discipline.
• Minimum of 15 years’ experience in offshore energy, oil & gas, CCS, or offshore infrastructure projects.
• Proven experience as an Offshore Construction Superintendent, Construction Manager, Offshore Supervisor, or similar leadership role.
• Extensive experience with offshore platform construction, brownfield modifications, and offshore execution.
• Strong experience with Mechanical Completion, Systems Completion, Pre-Commissioning, and handover to Commissioning and Operations.
• Excellent stakeholder management and leadership skills.
• Fully certified and medically fit for offshore work in the Dutch North Sea.

Required Certifications

• Valid BOSIET (Basic Offshore Safety Induction & Emergency Training) or equivalent.
• Valid Offshore Medical Certificate.
• Additional offshore certifications required for Dutch North Sea operations.

Preferred Experience

• Experience on carbon capture and storage (CCS) or other energy transition projects.
• Previous experience within the Dutch offshore sector.
• Experience working with offshore operators, EPC contractors, and brownfield modification projects.
• Strong knowledge of offshore HSE management systems, asset integrity, and commissioning processes.
