Position Overview

We are currently seeking an experienced Senior HSSE Advisor – Commissioning & Startup to support the final phase of a major infrastructure project in the Rotterdam area. In this role, you will ensure that all commissioning and startup activities are executed safely, efficiently, and in line with the highest HSSE standards.

You will play a critical role in translating HSSE policies into practical implementation on site, while acting as a senior advisor to both project and operational teams.

Project Details

The project involves the development of a large-scale CO₂ transport and storage system, including a compressor station equipped with high-voltage infrastructure, multiple multi-stage compressors, cooling systems, utilities, and a central control room. The installation connects onshore industrial facilities with offshore infrastructure located in the North Sea.

The project is currently in the construction phase, moving towards commissioning and startup, with operations expected to commence by the end of 2026.

Key Responsibilities

• Prepare and implement HSSE documentation for the commissioning and startup phase
• Organize and facilitate Risk Inventories & Evaluations (RI&E)
• Maintain and update the HSSE Risk Register and related HSSE plans
• Support the development and review of HSSE plans, work permits, and procedures
• Deliver internal and external safety instructions and presentations
• Conduct and report safety inspections and audits
• Investigate incidents and near misses, including reporting and follow-up actions
• Promote safety awareness across the project and operational teams
• Provide HSSE advice and drive continuous improvement initiatives
• Coordinate and monitor HSSE performance of contractors and subcontractors

Qualifications

• Bachelor’s degree (HBO level or equivalent)
• VCA-VOL certification and Higher Safety Professional (HVK) or equivalent

Experience

• Minimum of 10 years of relevant HSSE experience within commissioning and startup phases of large-scale industrial projects
• Proven experience in the oil & gas sector or similar industries
• Experience with developing and implementing HSSE plans in complex project environments
• Strong background in construction site and/or offshore HSSE management
• Experience managing contractor HSSE performance

• Strong leadership and advisory capabilities within HSSE management
• Hands-on mentality with the ability to translate policy into practical action
• Excellent communication and stakeholder management skills
• Ability to operate effectively in a dynamic project environment
• Fluent in Dutch and English, both written and spoken

Additional Information

• Location: Maasvlakte, Rotterdam
• Start date: 1 June 2026
• Duration: Until 1 March 2027
• Working hours: Full-time, with flexibility for occasional additional hours
